I have the honour to request that you will

place before His Excellency the Governor the following re-

quest and enclosures.

One of the schemes for celebrating the C0th.

year of Her Majesty's gracious reign is the establishment

of Soldiers & Sailors Homes in the Empire and the removal

of debts on existing ones by the "people called Methonists“

Hong-Kong is the first place selected abroad

owing to its peculiar neeus, and the large number of sailors

on H.M. Ships wintering there, and the lack of existing Insti

tutions.

I have been authorized & have the honour to

request His Excellency the Governor to graciously recommend

that a site of Government land be granted for this purpose
