Hong-Kong, 11th March, 1897.

I have the honour to request that you will

place before His Excellency the Governor the following request and enclosures.

One of the schemes for celebrating the 60th year of Her Majesty's gracious reign is the establishment

of Soldiers & Sailors Homes in the Empire and the removal

of debts on existing ones by the "people called Methodists."

Hong-Kong is the first place selected abroad

owing to its peculiar needs, and the large number of sailors

on H.M. Ships wintering there, and the lack of existing Institutions.

I have been authorized & have the honour to

request His Excellency the Governor to graciously recommend

that a site of Government land be granted for this purpose

at a small crown rental. It is intended to erect thereon,
